Method
- Preheat the oven to 400°F (200°C).
- Place the potatoes in salted water and boil until fork-tender.
- Drain and leave to cool slightly.
- Mash with butter, heavy cream and a little milk.
- Season the potatoes with salt and black pepper.
- Stir in the grated Parmesan.
- Cook the ground beef in a large frying pan, breaking it apart.
- Add the onions and garlic.
- Cook until the onion is translucent.
- Add the peas and carrots.
- Stir in the tomato paste.
- Sprinkle over the flour and mix thoroughly.
- Add the Worcestershire sauce, seasoning blend, rosemary and thyme.
- Season with salt and black pepper.
- Pour in the beef broth.
- Simmer until the filling has thickened.
- Spread the beef mixture in a casserole dish.
- Spoon the mashed potatoes over the filling.
- Spread evenly and texture the top with a fork.
- Brush with an egg-and-milk mixture if desired.
- Sprinkle with parsley.
- Bake for 20–25 minutes, until golden.
- Rest before serving so the layers hold together.
